Textbrokers Should Be In The UK

While attempting to sign myself up to textbrokers.com to earn some extra cash, I ran into a hurdle that stopped me dead in my tracks. Due to “tax reasons” you can’t work on textbrokers if you’re outside of the US. You can, however, get articles written for you if you’re outside of the US.
This strikes me as odd. For a monetary transaction to be taxably correct both ways there would have to be a system in place by which a different rate of VAT was calculated for the writer (who receives the payment) and the payee (the company who request the article). The inabiliy for non-US citizens to sign up as writers therefore cannot possibly be for “tax reasons” as they state on their website.
I’d love to be corrected on this if I’m wrong. I love a good legal wrangle.
